Is this bodily injury claim settlement fair....?

I was in a car accident back in the the first part of 2010 I sustained a lower lumber injury with disc herniation in the lower lumbar... with L4-L5 and S1 being injured. I have done the steroid injections and minor physical therapy. The clinics let me go without paying upfront and my PT wouldn't allow me to go unless I paid upfront since I did not have med pay on my policy. The insureds insurance company was not willing to pay anything out until I settle so I had to stop going to PT. The injury has effected my life in a variety of ways such as daily activity, intimacy with women, and my general physical demeanor has diminished since accident. Its been a year and five months since my injury and Ill admit its not as bad as it once was, but am I in no way healed. My neurosurgeon doesn't want to operate to deal with the numbness and sharp pains as I am only 26 yrs old. My hospital bills are 17K and the adjust called me today and offered me 26K to settle and this has been his first offer since my consideration to settle. My question is your thoughts on if this is fair and if not what your opinion of what fair would be. I am in no way trying to get rich off this but just want to be adequately compensated for my injuries and disruption of daily life. Thanks
